Whereas...

Many hundreds of men and women have opened their homes to children who are unable to live with their families, providing as foster parents the home life which children need; and

Through this service these persons make a major contribution to the healthy development of mankind's most important hope for the future, giving their time, energy and devotion to the task of helping children develop in a manner which will allow them to take their proper place in society; and

These devoted persons deserve the recognition and thanks of the total community for their individual service;

Now, Therefore...

I, James H. J. Tate, Mayor of the City of Philadelphia, do hereby proclaim the day of March 16, 1968 as

FOSTER PARENTS DAY

and call upon all citizens to take cognizance of the men and women who serve as foster parents in our community, thereby acknowledging and recognizing the important part they play in making our community a better place in which to live.
